This assignment is relatively straightforward. You are to write three possible questions for the final exam. Think of questions that would be an appropriate level of difficulty---not too easy and not too hard. Your questions can be of a variety of styles. If you create good questions, I just might use them on the exam, and you will have an advantage in that you know what to expect!
