This is partly my fault. Ftpd allows only users with certain
shells. If you have a different shell, it has to appear in
/etc/shells, which is what I did late last week for people
using tcsh.

I did not realize at the time that if the file exists, ftpd
ignores the default set of shells, so after the change it
rejected users with generic shells, because those where not
in the file.

I corrected this and it should be fixed now.
