Old Business:
1. Committee Reports:

PHD Admissions - Xuehai: Nothing to report.
DLS - Tejas Iyer: No DLS, limited funds to recruit them.
PhD Recruiting -Daron: Stepping down due to wedding, congratulations!
Website - Duke: website appears to be in good shape and up to date.
CNS - Josh: Nothing to Report. 
Grad Tea - James:  No funding.
HCC - Amy: Working to be approved for 2005. 
Ergonomic Lending Library: Gillian is looking to collect keyboards that
                           have been out on loan for more than a month.
                           The idea is to try out a keyboard to determine
                           if you should buy yourself one, not use them
                           indefinitely. 

2. Open Committee Positions:

New Business:
3. Approving January Minutes - Approved.
   Minutes for each meeting are on the Website.
4. Talk by Ellen Zegura:

 -The HCC degree program will begin in 2005. People in the current CS PhD
  program will have the opportunity to switch over if they want.

 -Currently, we have about 32 TA's and 185 RA's, funding all PhD students
  in good standing.

 -This summer there will be very limited positions for TA's, and possibly
  a few teaching positions available. If you are interested in teaching
  please email Rich LeBlanc to ask for more details.

 -Possible TA Requirement.
    -The idea is to add a "TA" requirement to the PhD program. (For new
     students, although they considered making it a retroactive
     requirement, but I can't see how they could do that under the rules
     of the university.)
    -The current plan is to require all new PhD students to TA one
     semester without pay (i.e. while working on an RA, they would also
     TA).
        -Various variants were discussed, such as making the non-paid TA's
         work half the time of a paid TA, or giving them a token payment
         in addition to their RA stipend/tuition waver.
        -Other research universities have similar programs (but some do
         not).
        -The reason for this is to be able to maintain their quality of
         education.

   -Also, Ellen is considering a "How to Teach" class, which would be
    separate from the TA requirement. Basically designed for people who
    want to work at a teaching institute. Ideally, it would be offered so
    that it could complete one of your minor class requirements (e.g.
    cross listed with something other than CS) or be used as one of your 3
    breadth classes.


5. Student Proposals
   - Email Forwarding Alias for Grads
     -Broad support was not obtained, sent back for more background
      research and explanation of why current solutions do not provide
      adequate coverage. To be reviewed in the March Meeting.

   - Yale Visa Petition.
     Support for Petition Approved. Bikash Agarwalla (bikash@cc) assigned
     to contact the office of international students and presidents office.
