GSC: October Minutes

  - CNS is now fully "staffed" but experience/knowledge is down sharply
         - help backlog being caught up on
         - new oversight committee about to start meeting
         - new web programmer in negotiation

  - Tucker is heading an ad-hoc group to discuss RA situation and
    general PhD student goals/issues
         - also in group: ellen, venkat, josh fryman

  - new PhD document in progress via Alton
         - RFC: feedback please, suggestions, extra material, ...

  - picnic: ellen has offered funds... what do we do?
         - consensus:  have something in spring
