Simple truth ..
Several of us faculty species have been bombarded with resumes from CS
students. Here are some answers to your questions:
Yes, we are working on serveral funded projects.
No, we are not looking to hire anybody cold.
We don't have the time or resources to deal with all the resumes and
therefore, we will not respond to GRA requests.
Yes, there are opportunities for people who share our research interests to
work with us.
If you believe you share our research interests, take our classes and do
a great job to impress us.
If you don't have time to take a course that you are supposedly
interested and capable of doing a good job (and want to be hired
as a GRA to do the research work), how would it be possilbe for you to
spend time working on the projects??
That also explains why faculty prefer to give GRA positions to students
who they have worked with in the past, so that they know their capability,
maturity, trustworthiness, and skill sets.
