Contraints for Paper Reviewing Order at PC Meeting

1. The first XX papers have a number of constraints:
   A. No conflicts.  Last year, what was XX? There were no 
	conflicts on the first page (12 papers) so was XX equal to 12?
   B. A variety of scores, depending on the cutoff, instead of discussing 
	the papers in order from highest to lowest by average score.
   C. Every PC member involved in the discussion, by assuring that there is
	at least one paper reviewed by each PC member  in XXX
2. The rest of the papers for discussion are in an arbitrary order, except
	that the conflict papers by the same PC member or members are
	grouped as much as possible.
